Biographical / historical:

Elmira Downtown Development, Inc. (EDD) was established in January 1990 to administer programs and activities within the city’s Business Improvement District, a 52-block zone centered on the downtown area. Throughout its thirty-year history, EDD has worked to develop the economic, residential, and artistic vitality of downtown Elmira. In partnership with local political leaders, the business community, schools, and other area groups, EDD carries out its mission through a variety of means, including event promotion, property development, and the administering of government grants. The organization’s efforts have been especially focused on economic revitalization. To this end, it has overseen numerous initiatives, including the preparation of strategies for developing retail space in downtown Elmira, as well as a “Master Plan” developed during the mid-1990s that sought to implement a comprehensive residential and economic improvement program for the downtown area. Among its other endeavors, EDD takes an active role in the preservation of historic buildings, winning a state grant in 2015 as part of the “Preserve New York” program. The organization has also participated in local environmental and conservation efforts, including the hosting of an annual city clean-up event.
