The Family Services of Chemung County Collection contains annual reports, 1980-2015, and several histories of the organization.

Biographical / historical:

In 1864, group of Elmira women responding to the needs of people affected by the Civil War established the Ladies Relief Association to raise funds for the creation of an orphanage called the Southern Tier Orphans Home. Over the years, the Southern Tier Orphans Home, later called the Southern Tier Children’s Home, housed orphaned and abandoned children from across Chemung County and the surrounding county. In 1909, the Elmira Federation for Social Services was created to bring together various charitable efforts across the city under one roof. They were headquartered in the Federation Building, located at 115-121 East Church Street in Elmira. They provided low-cost day care, sport facilities, laundry services, club meeting rooms, and a cafeteria. They also had social services and home health aide departments which went out into the community. The two organizations merged on March 12, 1940, to form Elmira Child and Family Services. In 1974, the name changed to Family Services of Chemung County, Inc. Today, the organization provides services ranging from mental health clinics, addiction counseling, home care for the elderly and disabled, family counseling, employee assistance programing, and individual case management for children and adults. Family Services of Chemung County, Inc. is headquartered at 1019 East Water Street in Elmira but has several facilities across the county.

Restrictions:

The Chemung County Historical Society's research library and archives are open to the public from 1pm to 5pm, Monday through Friday. There is a $5 fee for non-members.
