Subseries 1, the Early Southern Program, reflects the original interest of the General Education Board in the development of a comprehensive system of education in the United States. It contains folders relating to the basic elements of the early work of the Board - grants to schools and colleges for building and endowment, teacher training, certification and salaries, and correspondence with state departments of education.
