Biographical / historical:

Neighbors Building Neighborhoods was created in 1994 by Rochester mayor William A. Johnson as a way to meaningfully engage citizens in neighborhood development plans. As former President of the Urban League of Rochester, Johnson was an experienced community organizer, and sought to engage Rochester's citizens in the creation and implementation of a new community planning process. Over more than a decade of operation, the Neighbors Building Neighborhoods program was deeply involved in the city's planning process, with noteworthy success in developing new zoning rules and driving neighborhood investment. It also saw the development of a sophisticated information-sharing tool through the Neighborlink Network, which allowed the program teams to utilize the city's digital resources efficiently. Richard Panz was born in 1947 in Buffalo, New York. An alumnus of Canisius College and Syracuse University, Panz served in administrative roles in several libraries around New York State and Michigan. He served as director of the Rochester Public Library from 1989 to 2003.
