Scope and content:

The Alan R. Schwartz Papers contain Printed materials, primarily reports from the Presidents Commission on Aviation Security and Terrorism (PCAST) from the years 1988-1990. This series also includes materials on TNA-Effective Response to Deadly Threats, which were accumulated from 1988-1990.

Biographical / historical:

Alan R. Schwartz was counsel for the President’s Commission on Aviation Security and Terrorism from 1989-1990. Schwartz investigated and evaluated aviation security and counter-terrorism policies for the Commission, which was created by then President George H.W. Bush Sr., to examine the bombing of Pan Am flight 103. He drafted and edited this Report to the President while advising the House and Senate Committees on the Aviation Security Improvement Act of 1990. Schwartz has worked with the strategic planning services for the U.S. Government, focused on national security and intelligence issues. He was an adjunct professor at the Public Policy Institute at Georgetown University in 2007, and in 2004 was a consultant to the U.S. Department of Homeland Security, Strategic Analysis Group. Schwartz was also the Program Director for Pherson Associates, LLC, where he provided workshops and training for the FBI and members of the Intelligence Community.
